This appears to be an incomplete document only one side is printed and there is no indication of what the numbers on the plan mean. It seems likely that it is a proof of just one side of a two-sided leaflet similar to SA/DES/39/161 or 162 with a list of products and number for each product indicating where it was located on the plan.
