So as far back as 1988 it was proposed to charge for carrier bags because of the damage to the environment. This didn’t come into force until 2015. Wonder why it took so long? Imagine how much plastic wastecould of been saved if it had been brought in back then. Also chip and pin trailed in this year but didn’t come into general use until the noughties (can’t remember exactly when). I guess the IT Infrastructure wouldn’t of coped with this on a large scale in the 1980’s or something like that.
